The story:

O don't remember when I saw light - I used to live in Maine, and a number of years before the song came out, the state legislature was working on a bottle return law, which was referred to as the "Bottle Bill". Of course, I don't think that Mellencamp knew about this, and I have no idea how a "Bottle Bill" can save someone's soul, but there it is.
