I'm throwing my wife under the bus on this one. Now granted, I'm not a rodeo guy and I had to look it up to see what a latigo is (it's the strap that you hang onto to stay in the saddle), but I was ABSOLUTELY certain that there's nothing in a rodeo about a "lighted dog".
But she heard it. She said it didn't make sense, but who's she to argue with Garth Brooks?

A latigo is not a strap that you hang onto. It is a leather strap(rather like a belt), that you use to tighten the cinch, which is the strap that goes under the horses belly. It holds the saddle on the horse, not you on the saddle.
