Just now, while laughing my face sore at other people's versions! Well? The British Empire did rule over parts of Africa, so why can't an empress "rise" in a symbolic sense over the Serengeti? It made sense to me when I was 13 (when the song came out). Seeing all the entries in this site for this song explains why no one ever corrected me when I sang along to it.
